What it means
The blower motor speed wasn't appropriate for proper combustion. Because clean combustion depends on the blower moving a specific volume of air, the control board would rather shut down and flag 61 than let the burner run on an air/fuel mix it can't verify — which is why this code tends to reappear immediately on any reset attempt if the underlying blower problem hasn't actually been fixed.
